Since 2005, the beginning of the master's double degree program with the Ecole Centrale group in France, the Faculty and the Graduate School of Science and Technology at Keio University have developed a number of double degree programs with higher educational institutions in several other European countries. Today, we have master's double degree programs with a total of seventeen schools from France, Germany, Italy, Belgium, Sweden, Spain, and Poland. As we celebrate the 20th anniversary of our double degree program, we will hold a commemorative symposium to trace the history of the program, as well as discuss the future of double degree programs and joint programs in the global society, with the prospect of a brain circulation ecosystem. This symposium aims to serve our three stakeholders: society, educational institutions, and students.

Prof. Toshiyuki Murakami, Dean of Faculty of Science and Technology, Keio University

Prof. Toshiyuki Murakami is a professor at the Department of System Design Engineering. He has served as Dean of Faculty of Science and Technology since 2021. He also served as Dean of Graduate School of Science and Technology between 2021 and 2022.

Prof. Kohei Itoh, President, Keio University

Prof. Kohei Itoh has served as President of Keio University since 2021. Before, he served as Dean of Faculty and Graduate School of Science and Technology of Keio University between 2017 and 2019. He is one of 210 Council Members of the Science Council of Japan representing approximately 870,000 scholars in the country to propose and advise academic and scientific policies in Japan and has served on numerous executive boards including the Physical Society of Japan and the Japan Society of Applied Physics.

Mr. Kuniaki Sato, Director, International Affairs Division, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology (MEXT)

Mr. Kuniaki Sato has over twenty-five years of experience in higher education policy development. He led the development of a variety of internationalization initiatives in Japan, such as the Go Global Japan project, the Top Global University project, the Multicultural Campus Project Toward Social Impact, the Inter-University Exchange Project and the formulation of Joint Degree Guidelines. In addition, he dedicated himself to harmonizing processes in higher education, especially with other Asian countries, through various initiatives such as the CAMPUS Asia Project, the AIMS Program, and the UNESCO Tokyo Convention.

Prof. Shinnosuke Obi, Professor, Keio University

Professor Shinnosuke Obi is a professor of mechanical engineering at Keio University, specializing in fluid mechanics, turbulence modeling, computational mechanics, and flow measurement. He earned his BSc and MSc from Keio University and holds a Doctor of Engineering (Dr.-Ing.) from the University of Erlangen-Nuremberg in Germany. He served as Vice President for International Collaboration at Keio University from 2019 to 2021 and as Dean of the International Center from 2017 to 2020. Over more than a decade, he chaired the International Affairs Committee of the Faculty and Graduate School of Science and Technology, playing a key role in launching international initiatives, including double degree programs with European partner universities. A Fellow of both the Japan Society of Mechanical Engineers and the Japan Society of Fluid Mechanics, Professor Obi is also active in policy advising. He currently serves on committees of the Japanese Ministry of Education (MEXT) and the Japan Student Services Organization (JASSO), contributing to the development of scholarship and mobility programs for domestic and international students. His work continues to bridge education, research, and international cooperation in higher education and science policy.

Dr. Marie-Pierre Favre, Vice President, Tohoku University

Marie-Pierre Favre, Ph.D., has served as VP for International Relations at INSA Lyon for 10 years and then was appointed five years ago as Senior Advisor/ Vice-President delegate for International Development of INSA Group - the largest group of publicly-funded engineering graduate schools in France. She experienced 5 years abroad (USA and Spain). A varied professional experience, both in the private sector (International development for a Business school, Insurance industry, and Financial service for exports in a private company) and in HE allows her to adapt consequently in the international arena. Several leading positions in international offices of different HEIs provide her with a solid background to manage and promote successful internationalization. She served as well in several strategic committees in France, Europe, and overseas. Newly appointed as Chief Global Officer and Vice President for Comprehensive Internationalization, she is now fully dedicated to the internationalization strategy and its implementation at Tohoku University in order to expand Tohoku University's global network and improve its outreach / contribute to the internationalization of the campus / improve global readiness and awareness of university members. Specialty Field: Internationalization in Higher Education / Cross-cultural management / International development in HE.

Asst. Prof. Dr. Romyen Kosaikanont, Vice President, Mae Fah Luang University, Thailand

Dr. Romyen Kosaikanont is Vice President at Mae Fah Luang University (MFU), Thailand, and former Centre Director of Southeast Asian Ministers of Education Organisation: Regional Centre for Higher Education and Development (SEAMEO RIHED). At SEAMEO RIHED, she advanced the internationalization of higher education in Southeast Asia, working closely with member countries and the ASEAN Secretariat to co-create a common higher education space with the DEIB (Diversity, Equity, Inclusive and Belonging) principles. Under her leadership, SEAMEO RIHED lead key regional initiatives aimed at harmonizing higher education through policy dialogues such as the Southeast Asian Higher Education Senior Officials Meeting (SEA-HiEd SOM), student mobility programs like the Asian International Mobility for Students (AIMS), and collaborative platforms including the RIHED-SHARE online knowledge exchange. In partnership with organizations such as the British Council and DAAD, SEAMEO RIHED delivered impactful flagship projects, including leadership development in "Good Governance on Gender Equity, Diversity, and Inclusivity" and the “Strengthening Research Ecosystem: Horizon Southeast Asia – Pushing the Frontier of Research for Sustainability”. At MFU, Dr. Romyen continues to strengthen the university’s global engagement. MFU is recognized among Thailand’s top institutions for international outlook, with a diverse student community and growing academic partnerships across the region.

Prof. Vincent Frémont, Professor, Director of International Relations, Ecole Centrale de Nantes, France

Prof. Vincent Frémont received the M.Sc. (2000) and PhD (2003) degrees in automatic control and computer science from the Ecole Centrale de Nantes, France. From 2005 to 2018, he was an Associate Professor at the Université de Technologie de Compiègne (UTC) within the Heudiasyc Lab, UMR CNRS 7253. Since 2018, he is a Full Professor at Ecole Centrale de Nantes within the ARMEN team at the LS2N Lab, UMR CNRS 6004. His research interests belong to perception systems and scene understanding for autonomous mobile robotics with an emphasis on computer vision, deep learning and multi-sensor fusion for self-driving cars. He has published 100+ papers in international journals and conference papers. Since 2019, he is the coordinator of the Erasmus Mundus Japan-Europe Master on Advanced Robotics (JEMARO) programme, and since 2021, he is the Director of International Relations of Centrale Nantes.

Prof. Mami Matsukawa, Professor, Doshisha University

Dr. Mami Matsukawa received her Doctorate in Electrical Engineering from Doshisha University in 1993. She is currently a Professor in the Department of Electrical Engineering at Doshisha University, Kyoto, Japan. Her research is concerned with the advancement and application of ultrasonic technologies, encompassing areas such as non-destructive evaluation, medical ultrasonics, and the interactions between acoustic and optical phenomena. Dr. Matsukawa has previously served as a researcher at the Academic System Research Center of the Japan Society for the Promotion of Science (JSPS), and as Chair of the Japan Chapter of the IEEE Ultrasonics, Ferroelectrics, and Frequency Control (UFFC) Society. She presently serves as Vice-Chair of the Symposium on the Fundamentals and Applications of Ultrasonic Electronics, and as an advisor to the Japan Science and Technology Agency (JST) under its Creative Research Support Program. In addition, Dr. Matsukawa has actively contributed to international student exchange initiatives within the scientific and engineering disciplines. As the designated coordinator from Doshisha University for the Top International Managers in Engineering (T.I.M.E.) Association, she has served on its Advisory Committee from 2019 to 2025. Notably, since 2021, she has been the sole non-European member of the committee.

Prof. Norihisa Miki, Professor, Keio University

Norihisa Miki is Professor and Department Head of Mechanical Engineering, and Chair of International Affairs at the Faculty of Science and Technology, Keio University. He joined Keio in 2004 after serving as a postdoctoral associate and research engineer at the Department of Aeronautics and Astronautics at the Massachusetts Institute of Technology. His expertise spans a wide spectrum—from nano/micro engineering and biomedical engineering to ethics, innovation, art, and internationalization—reflecting his interdisciplinary approach to education and research. Since taking up the role of Chair of International Affairs in 2018, he has led strategic initiatives to advance student mobility and forge collaborative academic programs with partner institutions worldwide. In 2023, he served as Division Head of the Micro-Nano Science and Technology Division of the Japan Society of Mechanical Engineers (JSME). Prof. Miki has authored over 140 peer-reviewed publications and continues to mentor emerging researchers across disciplines. He serves as President of the Keio University Ice Skating Club, blending leadership in both academic and extracurricular spheres.

Prof. Kenjiro Takemura, Professor, Keio University

Prof. Kenjiro Takemura is a professor at the Department of Mechanical Engineering. He is currently responsible for “Japan-Europe Complementary Learning Agreement-based Joint Master's Program (2024-2028)” supported by the MEXT Inter-University Exchange Project. He serves as Chair of International Affairs at the Faculty of Science and Technology since 2025.

Prof. Philippe Lours, Professor, Director of International Affairs, IMT Mines Albi, France

As Director of International Affairs at IMT Mines Albi, Prof. Philippe Lours - expert in Materials Science for Aerospace - builds global academic partnerships and leads international programs in the field of engineering. Former head of research group PUMA at Institut Clément Ader (UMR CNRS 5312), he founded the Master Aerospace Materials Design, Manufacturing & Innovation Management (AeroMat-Innovation) and recently published the book "The Heart Of Crystalline Materials" (UTP Press).

Mr. Ricardo Pinto, Joint Programme Coordinator, Instituto Superior Tecnico - University of Lisbon, Portugal

Mr. Ricardo Pinto coordinates international academic collaborations at International Mobility and Partnerships Office of Instituto Superior Técnico (IST), University of Lisbon, focusing on joint degree programs like EIT InnoEnergy, Erasmus Mundus, and Katamaran.

Prof. Damien Fabregue, Professor, Vice President, INSA Lyon, France

Prof. Damien Fabregue leads INSA Lyon’s internationalization strategy, coordinating global partnerships, mobility programs, and joint research initiatives. The short programs have laid a vital foundation for students pursuing international academic pathways.

Prof. Teresa Zielinska, Professor, Rector’s Proxy, Warsaw University of Technology, Poland

Prof. Teresa Zielinska promotes academic mobility through global research partnerships and initiatives such as Heritage Network, alongside her role as Professor of Power and Aeronautical Engineering. She is the local coordinator at WUT for the Japan-Europe Master on Advanced Robotics (JEMARO).

Mr. Morgan Lefranc, Alumni of the 2018 DDP (EC Marseille - Keio)

Mr. Morgan Lefranc is a Senior Engineer and Product Lead for the Behavior AI team at Woven by Toyota, with over a decade of experience in image processing, computer vision, machine learning and full stack software development.

Dr. Hideki Amano, Alumni of the 2013 DDP (Keio - EC Nantes - Keio)

Dr. Hideki Amano’s career began at Mitsubishi Heavy Industries, Ltd. After five years of experience as a ship-building engineer, he returned to academia and earned PhD at the University of Tokyo and is now an Assistant Professor of Biological Sciences at the University of Tokyo.

Dr. Emiyu Ogawa, Alumni of the 2012 DDP (Keio - EC Lyon - Keio)

Dr. Emiyu Ogawa is a former Faculty Member of Kitasato University. Since 2024, she works as an Associate Professor at Keio University, Department of Electronics and Electrical Engineering. She is the first faculty member at Keio University who completed the double degree program with Ecole Centrale Group.

Prof. Motohiro Tsuchiya, Vice-President, Keio University

Professor Motohiro Tsuchiya is the Vice-President for Global Engagement at Keio University. Prior to his current appointment, he served as dean of the Keio University Faculty of Policy Management. He earned his BA in political science, MA in international relations, and PhD in media and governance, all from Keio University. He is a guest editorialist for Nikkei, one of the nationwide newspapers in Japan. He has authored and co-authored over 40 books, including The Very Long Game: 25 Case Studies on the Global State of Defense AI (Springer 2024).
